What is Whole of Home (WoH)?
As of 2024, all states and territories in Australia have adopted new building standards called the National Construction Code (NCC) 2022. This includes “Whole of Home” (WoH) energy efficiency rules, which apply to new homes. Whole of home also allows a dwelling’s energy use to be offset by implementing solar panels and battery systems.
At present, all states except WA, NT and Tasmania have adopted the new NCC energy provisions. As such, compliance with WoH is mandatory in QLD, ACT and Victoria. As building running costs are already accounted for in NSW through BASIX, a WoH assessment is not mandatory for NCC2022 compliance.
Therefore, while all states and territories in Australia support the Whole of Home energy efficiency framework as outlined in the NCC 2022, it is important to understand that the degree and speed of WoH implementation can vary based on local decisions and industry readiness.
